A presidential emergency board has sided with NJ Transit for the second time over contract negotiations between the railroad agency and the locomotive engineers’ union. “Trains don’t move without engineers,” said Tom Haas, who is the general chairman representing the union’s members at the New Jersey commuter railroad. “Right now, our folks can walk across the platform and get paid at the very least 10 dollars more per hour at any of the other railroads we interact with.”
