The BLET will submit comments to the Federal Railroad Administration on CSX’s “zero-to-zero” technology that relies on computers to automatically start and stop freight trains. The railroad is seeking FRA approval for a Product Safety Plan (PSP) to begin using zero-to-zero in daily operations.

Zero-to-zero (an extension of Trip Optimizer) and similar systems at other railroads (such as LEADER at Norfolk Southern) were originally conceived as a way to assist engineers in obtaining greater fuel efficiency when operating locomotives. Over time, however, some carriers have mandated that this guidance tool should supersede the skill-based judgment of locomotive engineers, forcing engineers to rely upon the technology as the primary method of train operation.

When these systems were first introduced, the BLET labeled them as unsafe and raised concerns about engineers maintaining proficient operating skills. The union raised and continues to raise concerns about train crews being lulled into a false sense of security when trains are operating on “cruise control.”

BLET’s written comments are being prepared by the National Legislative Office, which has requested input from BLET General Chairmen (GC) and State Legislative Board Chairmen (SLBC) regarding the safety and effectiveness of zero-to-zero and similar systems. Individual members who would like to provide input based on their experiences should contact their Local Chairman or Legislative Representative as soon as possible so their input can be conveyed to the GC or SLBC. The deadline for BLET to submit comments is March 17.
