James Logan Jr. is National Vice President of the 51,500-member Brotherhood of Locomotive Engineers and Trainmen (BLET), a Division of the Rail Conference, International Brotherhood of Teamsters. Brother Logan was elected Alternate Vice President No. 1 at the BLET’s Fifth National Convention in 2022 and was elevated to the BLET Advisory Board effective January 1, 2025, following the retirement of National Vice President J. Alan Holdcraft.

Immediately prior to his elevation to the Advisory Board, Brother Logan served as General Chairman of the BLET’s Union Pacific-Southern Region (UP-SR) General Committee of Adjustment, which represents nearly 3,000 active and retired members. He was elected twice to the General Chairman’s office (2020 and 2024) having previously served the GCA as First Vice Chairman and Third Vice Chairman.

As General Chairman, Brother Logan participated in numerous on-property negotiations with UP. He worked jointly with his fellow UP General Chairmen to secure a first-of-its-kind paid sick leave agreement for BLET’s Union Pacific engineers, and also an improved quality-of-life agreement, both of which were ratified by members in 2023. Brother Logan negotiated a Brazos Yard agreement that added access to seniority assignments for approximately 1,200 UP-SR locomotive engineers. He also worked tirelessly to protect members from UP’s harsh attendance policy by securing increased access to paid time off. Through grievance mediation, public law boards, and conferences with the Carrier, Brother Logan was able to facilitate the return to service for many dismissed UP locomotive engineers, thus reestablishing their connection to the BLET National Health & Welfare Plan and to Railroad Retirement.

Brother Logan’s railroad career began in 1995 when he hired out with the UP in Fort Worth, Texas. He earned promotion to locomotive engineer in 1998 and joined the BLET as a Division 620 (Fort Worth, Texas) member in 1999. He served his Division for nine years as Local Chairman (2009-2018) prior to beginning full-time duties with the UP-SR GCA.

Brother Logan has served on the National Wage Team as the Western Region Vice Chairman of the National General Chairman’s Association. He has also served as his division’s Delegate to the National Conventions in 2010, 2018, and 2022. Brother Logan served on the By-Laws Committee during the 2022 National Convention and the arrangements committee during the 2014 National Convention.

Brother Logan is a second-generation railroader, following in the footsteps of his father, James Logan Sr., who worked as a Conductor for the Union Pacific before retiring with 50 years of service. In addition to his father, Brother Logan has several family members who have been railroaders over the years, including uncles, several cousins, and a brother-in-law. Brother Logan completed his undergraduate degree in 1993 and began graduate school in the fall of that year. Brother Logan actively participates in community service with his fraternity, Omega Psi Phi Incorporated, by reading to elementary school students, volunteering with Habitat for Humanity, and participating in food drives.
