BLET National Legislative Office

The National Legislative Office (NLO) of the Brotherhood of Locomotive Engineers and Trainmen is headquartered in the Teamsters building in Washington, D.C. Primarily, the NLO has oversight of the legislative, political and regulatory activities of our union, advancing our Brotherhood’s agenda on Capitol Hill. The NLO represents the BLET on numerous collaborative endeavors with Federal regulatory agencies such as the Rail Safety Advisory Committee (RSAC) with the Federal Railroad Administration, Department of Transportation, National Mediation Board, National Transportation Safety Board, the Transportation Security Administration, the Pipeline and Hazardous Materials Safety Administration, and many others.

The NLO also prepares the union’s responses to various agencies’ proposals for rulemakings and proposed rules, and prepares responses to petitions for waiver from compliance with FRA regulations. In addition, it helps the BLET and its members to maintain, expand and deepen relationships with Congress, labor leaders, government agencies, our Brothers and Sisters in other labor unions, and the general public.

The NLO also works with the BLET’s National Association of State Legislative Board Chairmen (NASLBC) regarding state and local governments throughout the United States.

Vincent G. Verna serves the BLET as Vice President & National Legislative Representative. Brendan P. Sullivan is the Director of Political Affairs and Christy Smith is the Regulatory Specialist.
