SALT LAKE CITY, Utah — Tuesday marks the 147th anniversary of one of America’s most important infrastructure achievements. That it happened at all is remarkable considering the decision to proceed was made in 1862. The nation was divided by Civil War, inflation was 11 percent and rising, and the public was skeptical about a newly minted greenback not backed by gold or silver. The project’s completion would take seven years.
