NORFOLK, Va. — Three days after the Atlanta City Council cleared the tracks for Norfolk Southern Corp. to move its headquarters there, the region is moving forward on a bond deal to cover the cost of a $575 million headquarters building for the railroad in the city’s Midtown area.
