NEWARK, N.J. — Ding dong, the Portal Bridge is dead. Almost. Beleaguered commuters, who’ve been delayed when the old swing bridge doesn’t close properly, might sing that song after NJ Transit’s board of directors approved an agreement Wednesday with the Federal Transit Administration for its replacement.
