MOSIER, Ore. — Residents of the 76-unit mobile home park overlooking the railroad tracks had to spend the weekend with family, in their cars or other places to wait out the intense fire and continuing cleanup that followed the derailment of 16 cars of a 96-car Union Pacific train. At least a third of the 300 people at the park, where the majority of the town’s 430 residents live, had returned by Monday morning
