HAMPTON ROADS, Va. — Most of Hampton Roads’ transportation network dodged a significant hit by Hurricane Sandy, sustaining minimal, if any, damage. But at least two airlines with Peninsula service and Amtrak’s passenger rail line incurred serious losses.
