WASHINGTON, D.C. — Amtrak President Joseph Boardman wrote in a letter that a Republican plan to privatize the Northeast Corridor “would likely mean the end of Amtrak and the national passenger rail system that Congress authorized nearly 40 years ago.” He also said that the plan would retard, rather than advance, the development of high-speed rail.
