TRENTON, N.J. — With more failures imminent for the century-old Hudson River rail tunnel, and with initial figures suggesting a new tunnel may cost $14 billion, state Sen. Robert Gordon said Monday that New Jersey should start planning for a nightmare scenario in which the old tunnel partially closes before a new one is finished.
