The Gateway Tunnel project, announced last week in Newark and estimated to cost $13.5 billion, would construct a second set of tunnels to Penn Station in New York, build a “Penn Station south” annex in New York, replace the 100-year old Portal Bridge across the Hackensack River, and add two more tracks to nine miles of the Northeast Corridor Line between Secaucus and New York.
