HACKENSACK, N.J. — Amtrak this year will begin studying a proposal to construct a new pair of Hudson River rail tunnels that would connect North Jersey to New York Penn Station. The nation’s passenger railroad will also launch a second project that will boost train speeds from 135 miles per hour to 160 miles per hour on a section of the Northeast Corridor that runs through New Jersey.
