GALESBURG, Ill. — Amtrak passenger numbers fell in Illinois during the latest federal fiscal year, though the total still neared 1.3 million. The carrier attributed the 4 percent decline for the fiscal year ended Sept. 30 to low gasoline prices, which have encouraged more driving, and to high-speed rail construction between Chicago and St. Louis that forced periodic use of chartered buses. Nationwide, weather also was cited in revenues and ridership that were basically flat.
