LOS ANGELES — It took President Obama most of two terms to decide to reject the Keystone XL oil pipeline. His administration wrestled openly for months before concluding that it would look for alternative routes for the Dakota Access pipeline. President Trump needed just five days in office to begin trying to reverse both decisions.
