ALBANY, N.Y. — A deadline to have complex new safety systems operating on the nation’s railroads is fast approaching. And while most railroads won’t meet all the system’s requirements, regulators apparently believe they are making enough progress to qualify for an extension of the Dec. 31 deadline.
