NEW YORK — The Bakken shale oil bonanza in North Dakota has already upended the U.S. oil market once by reversing a decades-long decline in production. Now, as the boom fuels a surge in diesel consumption, a second milestone is on the horizon: construction of the first U.S. greenfield refinery in 35 years. It is expected that much of the crude will be shipped by rail.
