MEXICO CITY — Mexico’s effort to stoke competition in big industries is turning to the railroads, in what could become a cross-border collision. The railroads say the legislation would nullify 30-year exclusive licenses they purchased 17 years ago and create congestion on the tracks. The new law also would place the burden of maintaining rail crossings on the companies, rather than the federal government, potentially opening the companies to liability claims if accidents occur, the railroads say.
