AUSTIN, Texas — Biloxi has known for years that its railroad crossings were a problem, often a fatal one. Even before the collision between a CSX freight train and an Echo Transportation tour bus Tuesday killed four Texas tourists and injured almost three dozen others in the Mississippi coastal town, trains had slammed into vehicles 16 times since 1976 at that crossing. Those wrecks caused deaths in 1983 and 2003, according to The Associated Press.
