BIRMINGHAM, Ala. — The Birmingham City Council today ended months of debate and indecision over a proposed new rail line in southwestern Birmingham with a split vote allowing CSX to proceed with its project. The approval comes after several neighborhood meetings and public hearings where dozens of residents protested the plans while CSX promised to make the project palatable to neighborhood quality of life needs. In the end, CSX won the council’s approval for air rights needed for the new rail line.
