BERGEN COUNTY, N.J. — For hundreds of thousands of New Jersey residents who commute to New York by train, this past week was the week from hell. On four weekdays out of five, capped by problems on Friday morning, electrical failures on Amtrak-owned tracks prevented trains from entering or leaving New York Penn Station. And that caused a cascade of delays, canceled trains and packed stations that rippled throughout the NJ Transit system.
