DULUTH, Minn. — BNSF Railway has come up with a coal contingency plan to make sure companies like Minnesota Power get their deliveries on time. The Surface Transporation Board ordered the railway to come up with a plan at the end of December. They were under pressure from Minnesota Power, whose coal stockpiles were depleted last winter.
