BILLINGS, Mont. — When the Yellowstone River began flooding in the spring of 2011, Burlington Northern Santa Fe Railway Co. scrambled to protect its track, much of which runs near the bank of the free-flowing river. BNSF now is seeking an after-the-fact permit for the emergency work and is proposing three projects to benefit the river to compensate for the harm done by the stabilization.
