CULLMAN, Ala. — A bomb scare briefly halted railroad traffic along the CSX rail line near Hanceville, Ala., over the weekend. The incident owed not to a real bomb, but to an innocent paperwork tube dangling from the bottom of a moving tanker car that an eagle-eyed rail conductor spotted as the train moved through the City of Cullman, Ala.
