WASHINGTON — President Bush said Monday he intends to nominate a CSX Corp. executive to be general counsel of the Treasury Department.

Arnold Havens currently is senior vice president for government affairs at the railroad company. If confirmed by the Senate, he would succeed David Aufhauser, who notified Bush in September of his plans to resign.

Treasury Secretary John Snow was the top executive at CSX before taking over at Treasury in February. Bush tapped Snow to replace Paul O’Neill, who was removed last year, as the president sought a more effective salesman for his economic agenda.
