LOS ANGELES — In a follow-up to its refutation last week of a Los Angeles Times story about California’s high-speed rail plans, the authority building the system released a letter Tuesday that it sent to members of the state Legislature saying the story “fundamentally misrepresents the document it purported to report on, as well as the status of the [high-speed rail] program.”
