MONTREAL — Canada’s transportation watchdog raised concerns Wednesday about Ottawa’s response to its recommendations after the July 2013 rail disaster in Lac-Megantic. The Transport Department hasn’t established an effective monitoring program to ensure rail companies are being properly audited to ensure security issues are corrected quickly, the Transportation Safety Board said in a statement.
