CALGARY — Canadian crude oil on the rails surged to a new record for the second month in a row in May, according to new data from the National Energy Board (NEB). Operators transported 198,788 bbls/d by rail in May, the NEB said, That breaks the previous record of 193,468 bbls/d, which was set in April. The previous high of 178,989 bbls/d was reached in September 2014.
