OTTAWA, Ontario — Canadian Labour Minister Lisa Raitt named William Kaplan as the arbitrator in the dispute between the Canadian Pacific Railway and Teamsters Canada Rail Conference, according to a statement issued by Raitt’s office on Thursday.
