TRENTON, N.J. — A meeting on Tuesday between Gov. Chris Christie, New Jersey’s two U.S. senators and the head of the federal transportation department that was described as “substantive and productive” yielded a joint vow from the officials to find a way to finance a multibillion-dollar transportation project that includes the construction of a new Hudson River tunnel. But details about where the money will come from remain unclear.
