CALGARY — The Alberta government could have to pay for unused capacity if it goes ahead with Premier Jason Kenney’s pledge to cancel $3.7-billion worth of crude-by-rail contracts, but the head of Canada’s largest railway said Wednesday he is willing to work with the UCP to find solutions that work for both sides.
