NORFOLK, Va. — The 4,500 tons of coal that spilled in the derailment of a Norfolk Southern train in Suffolk over the weekend looked like an awful lot. Yet it equates to less than 1 percent of the more than 788,000 tons the Norfolk-based railroad exported on average each month in 2016 from its Pier 6 export facility in Norfolk, Va.
