NEW YORK — Commuter Rail Coalition chair and Metra CEO Jim Derwinski recently testified before the Senate Commerce Committee, where he requested a new grant program specifically for commuter railroads that are struggling to meet the resource demands of implementing Positive Train Control (PTC).
