WASHINGTON, D.C. — The Congressional Research Service said that the House Republican plan to privatize the Northeast Corridor is illegal because it would violate the Takings Clause of the U.S. Constitution.
Rep. Nick Rahall (D-W.Va.), the ranking Democrat on the House Transportation and Infrastructure Committee, said the report proves that the Republican plan is a bad idea.
