OTTAWA — Last summer, a group of about 20 high-profile portfolio managers were invited to Benoit’s, a trendy midtown New York City bistro, to discuss opportunities in the transportation sector. The private, oak-panelled room featured elaborate moldings and a mural of the Basque coast, but over pre-dinner cocktails the luxurious evening suddenly got bellicose when one of the investors expressed his disgust over the governance of Canadian Pacific Railway Ltd.
