NEW YORK — Canadian Pacific Railway Ltd. is willing to sweeten its $28 billion takeover offer for Norfolk Southern Corp. and is “going to do everything we can” to court the U.S. carrier’s shareholders, Chief Executive Officer Hunter Harrison said.
