NEW YORK — Federal agencies are stepping up their scrutiny of safety issues related to increased freight-rail shipments of crude oil from the booming Bakken Formation oil field in North Dakota and Montana. The National Transportation Safety Board will hold a two-day forum beginning April 22 to examine the safety of rail shipments of crude oil and ethanol.
