POUGHKEEPSIE, N.Y. — Uncertainty over how a spill would play out on the Hudson River is prompting lawsuits from environmental watchdogs and calls for a moratorium on the transport of crude oil. Regular shipments of crude oil by rail and vessel began moving down the Hudson only within the past nine months, part of a nationwide spike in crude shipping — and related accidents.
