WASHINGTON, D.C. — The National Mediation Board (NMB) is pleased to announce that a ratified agreement has been achieved between CSX and members of the Brotherhood of Railroad Signalmen (BRS) on September 2, 2016. This interesting negotiating process to consolidate multiple BRS agreements was facilitated by NMB Senior Mediator Patricia Sims. The final steps of the process utilized a med-arb approach that necessitated a partnership of Senior Mediator Sims and Arbitrator Josh Javits. This was a first for the Board’s Mediation/ADR Department to use an NMB Mediator, partnered with a private practice Arbitrator, to conclude local bargaining issues on a Class I carrier. The said ratified agreement covers the craft or class of Signalmen.
