JACKSONVILLE, Fla. — CSX filed suit Tuesday in U.S. District Court against the Toledo, Ohio, chapter of the International Longshoremen’s Association, asking a court to compel arbitration in a dispute over staffing levels. The Jacksonville-based railroad previously reached a settlement agreement with the ILA chapter in 2016 over staffing levels and claims the union is “engaged in a pattern of obstructing” a contractually-defined dispute process.
