CLEVELAND — In a proposed settlement, CSX Transportation would pay $350,000 to Ohio for water pollution and public nuisances caused by eight of its derailments and malfunctions here, including the fiery derailment in Painesville in 2007.

And a Colorado company the railroad hired to clean up two of the spills would pay $60,000 for polluting the Cuyahoga River.
