DOYLESTOWN, Pa. — The tickets issued weren’t for speeding; they were for stopping trains in their tracks. Now the 16 tickets that Middletown Police Chief Joseph Bartorilla issued to CSX railroad employees because freight trains blocked traffic on Woodbourne Road for up to two hours are the focus of a civil suit in Bucks County Court that pits federal rules governing railroad safety against a Pennsylvania law that is supposed to protect motorists.
