JACKSONVILLE, Fla. — James L. Adams has been named CSX (NYSE: CSX – news) resident vice president-state relations for Kentucky, announced Arnie Havens, senior vice president-government affairs.

Adams succeeds Jay S. Westbrook, who has been named assistant vice president-operations planning and performance at CSX Transportation’s headquarters in Jacksonville, Fla.

“Kentucky has long played an important role in CSX’s history,” Havens said. “Jim’s considerable talent and experience will help us serve our customers and the communities of Kentucky well. We’re very pleased to have him join our team.”

As resident vice president, Adams will be responsible for legislative and governmental activities on behalf of CSX in Kentucky. He will be based at CSX Transportation’s Midwest Region headquarters in Louisville and report to Michael J. Ruehling, vice president-state relations.

Adams has extensive experience in regulatory issues, public affairs and government relations. A native of Fairfax, Va., he most recently was assistant vice president-public affairs at American Commercial Lines in Jeffersonville, Ind. Adams earned a bachelor’s degree at James Madison University and a master’s degree at George Washington University.
