BRIDGEPORT, Conn. — News that the 64-year-old Joseph Giulietti plans to retire in August after leading the railroad for more than three years generated disappointment and surprise, and more than a little apprehension over completing future projects, such as electrification of branch lines in Danbury and elsewhere and installation of a Positive Train Control safety system.
