SEATTLE, Wash. — Members of the International Longshore and Warehouse Workers Union (ILWU) at four U.S. Pacific Northwest ports moved closer to a possible labor clash with grain shippers on December 24, as nearly 3,000 dockworkers voted no on what management called its “last, best and final” offer.
