LARAMIE, Wyo. — When the Union Pacific Railroad rolled into Laramie in May 1868, the town was engulfed in vice. Tom Manning, writer and producer of the upcoming Wyoming PBS documentary “End of Track,” said Laramie was torn between upstanding residents on the one hand and outlaws, drunks and prostitutes on the other.
