BURLINGTON, Vt. — The expansion of the New England regional passenger rail network is going to be getting another boost when the state of Vermont finishes rail upgrades that could restore Amtrak passenger service between Rutland and Burlington. U.S. Transportation Secretary Anthony Foxx is going to be in Burlington Friday to discuss a $10 million federal grant to help upgrade the final 11-mile stretch of track that runs about 75 miles up the western side of the state.
