WASHINGTON, D.C. — The U.S. Transportation Department amended its recent emergency order to apply even more pressure to crude-by-rail shippers to get them to classify their oil accurately to ship in the right kind of tank car. The revised order now requires oil shippers to not only test the oil, but to identify all hazardous substances it might contain plus the concentration of certain chemicals such as sulfur and hydrogen sulfide.
