ROCHESTER, Minn. — Federal law says railroad companies must have a basic emergency response plan, but that plan is up to each railroad. There are no specific requirements in federal rules. That has to change. If we want to be less dependent on foreign oil imports, increased oversight is the necessary tradeoff. We can’t have another Casselton accident, or heaven forbid, a Lac-Megantic tragedy, happen in Minnesota.
