EUGENE, Ore. — Oregon legislators are examining ways to reduce the risk oil trains pose to the communities they pass through — including Eugene, Springfield and most of the largest towns and cities in the state. House Bill 2131 would require more contingency planning by railroads, impose fees to build up the state’s oil spill contingency fund, and require railroads to show they can pay for a worst-case spill.
